Sometimes the binder buy is fine for ninety-nine cards and wrong for the one that matters. That is when consignment belongs in the conversation.
Short answer
Consign when one card is worth more than the rest of the box — or bigger than a quick shop buy. The card goes in the case (and on the site as inventory allows) until it sells. Splits are agreed per card, in writing, before it goes out. Relic does not post a single sitewide consignment percentage.
